Are Lead Gen Services a Scam?

Hey, I need your opinion on something. My cousin sent me an email
yesterday about this website's newsletter (http://
www.dealexclusive.com) where they claim that referral/lead gen is not
as effective as a new method of generating leads.

Since they havent' said too much I don't know what to believe.
