What do I need to connect a RF video game console to a TV with
Composite inputs? I think an RF modulator only works to do the
opposite, but I could be wrong.

You're right about the modulator. You need a TV tuner. An old VCR
would work.

you need an RG patch cord. you can use RG59 or RG 6,
the cord screws to the "antenna in" on the tv (or cable in)
and the output of the game console. you set the tv on channel
3 or 4 to see the game.
you can use an adapter from radio shack to combine or switch
between game and cable tv, or other source. you can buy the RG cord
there too.
if you want to change RF to audio and video you need a demodulator
or stand alone tuner. the radio shack method is much cheaper,
stand alones cost big bucks.

No, no.

He needs to hang a VCR upside down from his ceiling and connect it to a
400' wire going up to his apartment roof and wrapping over to his
neighbor's dog house.

As it's directional, the demodulator goes on the dog's collar so it can
be aimed by simply calling the dog.
